About State Employment Mission
Keeping in view the burning problem of unemployment, State Government has taken a major initiative in setting up of a High Power State Employment Mission under the Chairmanship of Hon’ble Chief Minister in the year 2005-06 which includes Council of Ministers, 5 M.Ps., 5 M.L.As., Chief Secretary, APC-cum- Addl.Chief Secretary, Development Commissioner-cum- Addl. Chief Secretary to Govt. as the member Secretary and 10 nominated members by the Govt. from among bankers, professionals, civil society organisations etc.
There is also an Executive Body of the Mission headed by the Chief Secretary to oversee implementation of policies and decisions as and when taken by the High power Employment Mission.
Under the Societies Registration Act (XXI of 1860) Orissa State Employment Mission (OSEMS) has been formed to facilitate and achieve the objectives of the State Employment Mission on a Mission mode. To monitor its activities, to approve it Annual Action Plan, to ratify the physical & financial expenditure of the society, a Governing Body has been constituted with the Development Commissioner –cum-Addl. Chief Secretary as President, commissioner- cum- Secretary to Govt. L&E Deptt. as Vice President and Director of Employment as member Secretary. Besides, Chief Administrator, K.B.K. , Secretary to Govt. Finance, Agriculture, Industries, Textile& Handloom, ST&SC Dev., W&CD, Panchayati Raj, Tourism, I.T. Deptt., H&UD, F&ARD, DTE&T, Director Special Projects & Addl. Secretary to Govt. P.R.Deptt. are the members of Governing Body.
State Employment Mission is conducting various Skill Development Training Programmes with a view to create Employment / Wage Employment / Self Employment opportunities for the youth of the State. In association with various Development Departments like Industries, Textile & Handloom, Fisheries & Animal Resource Development, Agriculture, Women & Child Development, Tourism etc., 72,300 youth have been trained so far in various demand driven sectors the details of which are given at Annexure-II. It has also conducted specialised training programmes in association with organisations like CIPET, CTTC, NTTF, L&T and IL&FS.
As a part of New Initiative, State Employment Mission has launched a new Placement Linked Training Programme in a PPP mode. Under this training programme, the payment of training cost is linked to the percentage of placement and no advance payment is being made. India Skills /Manipal City and Guilds, Bangalore, Dhatri Foundation, Hyderabad, AAAIT Solutions (Job Junction), Ahmedabad have been selected as Vocational Training Provider for this programme. A total number of 8293 applications have been received so far by the District Employment Officers is response to the advertisements for this training programme.
To enhance the training capacity and to avail a cent percent central government funded scheme, State Employment Mission with the help of Private skill training / building organisations is going to start training programme under Modular Employable Skills (MES) at 139 centres.
• To train the youth of the state in the Construction related trades like Masonry, Form Work Carpentry and Bar Bending, the Mission in association with L & T is going to set up a Construction Skills Training Institute (CSTI) at Bhubaneswar and 3 sub-centres at Baripada, Koraput & Phulbani
