About Skill Development and Technical Education Department
In order to streamlining and pay more attention for improving employability of youths through systematic pattern of training, Government of Odisha has created the new department in the name of Skill Development and Technical Education Department.
Employment Organization in Odisha works under the direct supervision of the Department of Employment & Technical Education & Training Govt. of Odisha. Under the Directorate of Employment, Odisha eighty (80) offices are functioning at different levels. There are thirty(30) Dist. Employment Exchanges, five(5) Special Employment Exchanges, one (1) State Employment Exchange(Professional & Executive), four (4) University Employment Information and Guidance Bureaus, thirty three(33) Employment Sub-Offices and seven(7) Rural Employment Bureaus. The Director of Employment is the head of the Employment Organization in the State. It is basically a regulatory body that ensures effectiveness of work, implementation of policy and procedures and takes appropriate action to bring about necessary improvements in the employment scenario. The Employment Exchanges operating in different pockets of the State carry out the job of Registration, Submission, Placement, Vocational Guidance, along with Collection and Compilation of Employment Market Information data, Interpretation of Statistical Data and Verification of records of establishments under the provisions of the Employment Exchanges Compulsory Notification of Vacancies Act.1959 and Rules, 1960.
Government of Odisha has created State Employment Mission that seeks to create synergy in various development sectors in terms of skill development of youths and linkages of employment opportunities. The Mission’s principal task is to formulate sector and trade specific strategies for specialized skill trainings in order to maximize employment opportunities on a sustainable basis in the state supported and private sectors. To fulfill these objectives the Mission seeks to work in close coordination with National Skill Development Mission.
Skill development and technical education assumes special importance in view of large investment pouring into the state. The major thrust areas under this segment include capacity expansion of degree(UG/PG/Post Doctoral), Diploma and Skill Training level education in Government sector through establishment of 5 new Engineering Colleges at undivided districts (Koraput, Kandhamal, Paradeep, Mayurbhanj and Bhadrak) as constituent Colleges under BPUT, Rourkela. Strengthening of BPUT, Rourkela, VSSUT, Burla and existing 6 Engineering Colleges shall be prioritized in terms of faculty positions and infrastructure assistance. There are 07 no. of Government Engineering Colleges in the State having 2235 no. of seats in various branches. Besides this, CIPET is taking 120 nos. of candidates from OJEE every year.
There are 13 numbers of Government Diploma institutions having 3,170 no. of seats in various branches and 28 numbers of Government ITIs, having 6,300 no. of seats in various trades. World Bank Assisted TEQIP-II (Technical Education Quality Improvement Programme-II) Programme is being implemented for upgradation of two Engineering Colleges of the State viz. CET, Bhubaneswar, VSSUT, Burla. Around 5000seats in engineering Programme has been increased in this year. 22 nos. of Polytechnics are in the process of establishment in the equal no. of unrepresented district with finical assistance from GoI/MHRD. Efforts are being made to establish 5 ITIs and 10 SDCs in the LWE affected districts vide Rayagada, Malkangiri, Sambalpur, Gajapati & Deogarh under Central Financial Assistance. 2 new Governemnt ITIs are being establsiheed at Chandragiri and Gumma of Gajapati district with Central Financial Assistance.
State Government have reserved 30% of seats in all the Government ITI for women candidates. 09 nos. new girls hostel have been sanctioned ST & SC Development Department in the ITIs to accommodation of women trainees. Short term training programme have been taken up under State Employment Mission, W&CD Department, H&UD Department in ITIs and Polytechnics.
