Implementation of the Youth Policy on Skill Development, Training Entrepreneurship & Employment through Odisha State Employment Mission Society and all these programmes will be funded by the Odisha State Employment Mission Society.
- 1. Re-Structuring of Employment Exchanges: In each district a Youth Counselling Centre (YCC) will be opened by restructuring the Employment Exchanges through Public Private Partnership mode with a view to disseminate information to young people pertaining to education, scholarship, employment and entrepreneurship. This Institute at district level will coordinate career Melas and all Youth related initiatives. In the first stage, the Scheme will be implemented in six districts namely Koraput, Rayagada, Sundargarh, Sambalpur, Khurda and Mayurbhanj on pilot basis. The scheme will be implemented in remaining other Employment Exchanges in a phased manner. In the first year, around 18,000 youths will be covered under this programme and the expected budget requirement would be around Rs. 9 crore @ ` 11,200/- per candidate. The per capita cost includes assessment fees, Training fees wherever required and the placement fees.
- 2. Placement linked Skill Development Training: The Odisha State Employment Mission Society will develop a Skill Development portal through NIC to make the monitoring system robust and also for tracking the trainees. The Job seekers can get information of various training programmes and register online for training. During the current financial year 2013-14 the Scheme will cover 30000 Youths.
3. Vocational Training to Below Poverty Line (BPL): The girls of the Below
Poverty Line (BPL) families pursuing vocational training for the Academic session
commencing from August, 2013, in Govt. ITIs & ITCs will be eligible for receiving
annual scholarship up to Rs. 40,000/-. The aforesaid benefit on a pilot basis shall
be extended to 1000 girls belonging to BPL families during the Academic year
August 2013 to July 2014 and will be sealed up in the subsequent years. The girls
from other segments of the society will be entitled to a soft loan of equivalent
amount for pursuing vocational training. The Scheme will be implemented through
DTE&T and the required fund will be placed by the State Employment Mission after
getting the exact number of BPL girls that have taken admission. The annual
scholarship will be released by the DTE&T in two phases to the beneficiaries
through the concerned principal after completion of each semester examination in
order to prevent dropouts and also fake beneficiaries. The concerned principal shall
transfer the amount of scholarship directly to the Bank Account of the beneficiaries.
- I) Documents to be submitted: After admission the eligible BPL girl
candidates will submit the following documents to the concerned principal.
- a. Identity Proof of the candidate.b. Copy of the BPL card.
- c. Birth/Board certificate.
- d. A valid Bank Account No. with a copy of the passbook.
- e. Self-certified undertaking stating therein that she shall complete the course and baring exceptional circumstances would not drop out of the course.
- II) Constitution of Monitoring committee: A district level monitoring committee comprising of principal of nearest Govt. ITIs /Polytechnics, Districts Employment officer and an officer to be nominated by the Collector preferably from the office of the DRDA will screen the applications. Basing upon report of the District Level Monitoring Committee the DTE&T, Odisha shall release the first phase of the Annual Scholarship to the concerned principal of the ITIs /ITCs within a period of two months of the beginning of the Academic Session. The District Employment Officer of the concerned district will act as the convenor of the aforesaid Screening Committee. Besides, the Screening Committee will also submit a second report on the continuation of the beneficiaries before the second semester examination and on the basis of which the balance amount of the scholarship shall be released by the principal concerned after due approval and sanction of funds to that effect by the DTE&T. The Principal of the concern ITI will open a separate Bank Account for operationalisation and transaction of this Scheme and the interest if any that will accrue will constitute a part of the fund under this Scheme.
- I) Documents to be submitted: After admission the eligible BPL girl candidates will submit the following documents to the concerned principal.
- 4. Recognition of prior learning (RPL): Accredited Engineering and Management colleges will conduct short term certification courses on specific subjects, in line with the National vocational Education Qualifications Framework(NVEQF) to hone skills of young women and men with a view to match market requirements of advanced skills and certification to recognise prior learning (RPL). Institutions with requisite experience will be authorized to conduct assessment through RPL such as National Institute of open schooling at the lower rung and community colleges / Polytechnics at the higher level. Under the scheme 500 Youths will be trained during the year 2013-14 on pilot basis in two Polytechnics namely UGI, Rourkela and BOSE, Cuttack. The District Employment officers will sponsor suitable willing candidates for the said training to the above Institutes
